Federal Operating Regulations,
also called COLREGS or collision regulations, govern the operation of
vessels both offshore and on navigable inland waters and western rivers
in the US and the Great Lakes. Federal Operating Regulations
also cover documentation,

Florida also has state regulations governing boat registration,
numbering and titling and boater education. They also enforce operation
and equipment requirements in addition to the federal requirements. For
